I'm not an expert, but I have it working and here is the config.  You
are missing the LocalPort param.  I don't know if it is required.

	<appender name="UdpAppender" type="log4net.Appender.UdpAppender">
		<param name="LocalPort" value="23098" />
		<param name="RemoteAddress" value="127.0.0.1" />
		<param name="RemotePort" value="8888" />
