Re-reading the description this sounds fishy to me. Maybe every 25 seconds or so the application
pool is recycled and for a short time there are two processes trying to get an exclusive write
lock on the same file?

According to this description each website uses a pool of worker processes to process the
web requests and thus multiple processes try to get an exclusive write lock on the same file.
This should be solveable either by:

* turning off the worker process pool
* decreasing the worker process pool size to 1
* configure log4net to log into different files for every process
* configure log4net to use a different locking model
