Due to a bug (http://issues.apache.org/bugzilla/show_bug.cgi? 
id=37866) in the production of log4j distributions,  
NTEventLogAppender.dll was missing from several releases.  The bug  
has been resolved, but there hasn't been a subsequent release.

You should be able to use the NTEventLogAppender.dll from a previous  
release without issue.  I do not believe that it changed for quite  
some time.  The version in the next release will be different since  
it will be produced by MinGW's gcc and contain versioninfo, but  
should still be interchangeable with the previous version which was  
built with Microsoft Visual C++ 6.

For example, you could download log4j 1.2.8 from http:// 
archive.apache.org/dist/logging/log4j/1.2.8/ and you will find the  
dll in src/java/org/apache//log4j/nt.
