I think that what [~rakus] is saying is that any Log4j module that has a dependency on log4j-core
should have {{Fragment-Host:org.apache.logging.log4j.core}} or something similar.

I thought that https://issues.apache.org/jira/browse/LOG4J2-351 fixed this for 2.0-beta9 but
obviously not. That, or the fix is gone and we do not have a regression test for it.
