I guess the header/footer values could become quite lengthy, hence the idea to put the value
in a separate file?
My proposal (as an alternative to separate files) was to add header and footer attributes
to the Layout config elements. (And the configured values for these attributes could also
be interpolated.)

I don't have a preference for how to do this (or for when to do this, for that matter. It
seems like a "nice to have" kind of feature...)
