Oops... I see. If a route does not have a key is becomes the default.
How about this then:
    <Routing name="Routing">
      <Routes pattern="$${ctx:requestId}">
        <Route key="non-default"> <!-- any key, to make sure this is not the default
          <RollingFile name="Rolling-${ctx:requestId}" ... (as above)
        <Route appender-ref="SUMMARY_ALL" /> <!-- no key, this is the default route
