HierarchyEventListener's methods now use Logger rather than Category making it
incompatible with 1.2 implementations of this method.  That might be okay if
there are few enough folk that actually used this class.

Worse, however, this class is now unused.  The method
Hierarchy.addHierarchyEventListener() has been removed and there is now no way
to add or use a HierarchyEventListener in 1.3 and no purpose in it existing.

Please either:
  1) Revert HierarchyEventListener to its 1.2 form and restore
Hierarchy.addHierarchyEventListener() [which could be implemented via
addLoggerEventListener() and a simple wrapper] *or*
  2) if there is truly little enough usage of this interface remove it entirely

In case (1), HierarchyEventListener and usages thereof should either be
deprecated or a corresponding removeLoggerEventListener() should be added.
