NDC is supported

DBReceiver doesn't process serialized logging events, so it doesn't have the problem.

The problem is that serialization of the LoggingEvent class changed in 1.3, so the old LoggingEvent
class can't be serialized into the new LoggingEvent class

This isn't a Receiver problem specifically - it affects any receiver that sends or processes
LoggingEvents

We will fix this prior to 1.3 release.

Does the DBReceiver have the same problem?
Does the problem at the Receiver class level?
