Incorrect use of appender

log4j.appender.OneFileout.MaxBackupIndex=1
log4j.appender.OneFileout.layout=org.apache.log4j.PatternLayout
log4j.appender.OneFileout.layout.ConversionPattern=%5p;%c{3};%d{ISO8601};[%t];%

#Second Appender
log4j.appender.TwoFileout=org.apache.log4j.RollingFileAppender
log4j.appender.TwoFileout.File=c:/temp/two.log
log4j.appender.TwoFileout.MaxFileSize=1000KB

log4j.logger.foo = FATAL, OneFileout
log4j.logger.foo.bar = DEBUG, TwoFileout

The call "Logger.getLogger("foo.bar").debug("Hello World");" writes to one.log 
AND two.log, it should only write to two.log, because only FATAL messages 
should go to OneFileout.

Or am I wrong? Kind regards,
