The basic premise is that discussing and voting on granting commit privileges is best done on the PMC's private list followed by a private inquiry to the individual under consideration before a public announcement. The podling PMC document talks about having a public pro-forma vote after the private trial, but I agree with the concern with having pretend votes in public after the real decision has been made in private.
