Subject log4j.dtd

Hi All,

Although the sequenceNumber value is very useful in checking the equality
of two events, Scott has just removed the required attribute for the
sequenceNumber attribute in the <log4j:event> element in order to remain
compatible with the other Logging Services projects. (I added it a couple
of days ago.)

Given that log4j.dtd has an impact on the interaction among log4* projects,
should we rename log4j.dtd to a more neutral name and move it to Logging
Services?
