    As of the 27th of September m4 instances have become available in Brazil and Gov-Cloud:
    
    https://aws.amazon.com/blogs/aws/expanding-the-m4-instance-type-new-m4-16xlarge/
    
    This is a simple change to add the new m4.16xlarge instance along with references to the
new m4 types in Brazil and Gov Cloud in the REGION_DETAILS json object.
    
    I've also updated the tests with the correct new counts for sizes for each region and
added a size check for region ap-south-1.
    
    I've limited the scope of this change to just m4 instances for simplicities sake.
