Did you try changing the TLS protocol version used as described here - https://libcloud.readthedocs.org/en/latest/other/ssl-certificate-validation.html?highlight=ssl#changing-used-ssl-tls-version?

Also, it sounds like that the problem is most likely related to the provider deployment -
e.g. there are multiple services behind the load balancer (or similar) and not all of them
support the same SSL version.

A proposed solution is to monkey patch ssl sockets to use TLSv1 (https://docs.python.org/2.7/library/ssl.html#ssl.PROTOCOL_TLSv1).
I haven't tried this yet.
