Then shouldn't libcloud at least list both locations in the rackspace
driver, and maybe document the fact that passing a given location to
node_create doesn't necessarily guarantee that the node will have that
location?

It depends on the age of your account.

Older accounts default to DFW, newer ones to Chicago;  Your account is
'pinned' at creation time, but it is possible to move it via a support
request.

AFAIK, there is no way to tell where you are pinned to, or where your
servers are based from the API.
