Milan,

  This means that this template matches on all nodes that are
  attribute- or element-nodes.

  It's an XPath expression in an XSLT template.

  To explore it, you should read the XSLT/XPath tutorial and reference
  at http://www.zvon.org and/or http://www.w3schools.com it's also
  worth to join the (high traffic) mailinglist at
  http://www.mulberrytech.com/xsl/xsl-list/index.html
