Hmm, I tried with following sitemap:
<map:sitemap xmlns:map="http://apache.org/cocoon/sitemap/1.0">
  <map:pipelines>
    <map:pipeline>
      
      <map:match pattern="*/**">
        <map:mount uri-prefix="{1}" src="fallback://sitemap.xmap"/>
      </map:match>
      
      <map:match pattern="*">
        <map:mount uri-prefix="" src="fallback://sitemap.xmap"/>
      </map:match>
       
    </map:pipeline>
  </map:pipelines>
</map:sitemap>

but I get:
