is this how the "default" publication is supposed to work?
Isn't more like

/foo/bar/baz/index.html and /foo/bar/baz.html

are being mapped onto

/foo/bar/baz/index_LANGUAGE.xml

?

but maybe the "experts" are better answering your question.
