I have several related projects that I would like to submit as
proposals for a lab or labs. They are all protocol specifications,
namely URI (historical), HTTP (in revision), and waka (new), and
are necessarily codependent. My question is: should I request one
lab for web-protocols, or three separate labs with one PI?
