    [docs] Adjust latency and bandwidth limitations
    
    Adjusts the documentation for latency and bandwidth
    limitations to be a bit more conservative. Additionally,
    removes any reference to DC/AZ deployments given
    we are primarily concerned about latency and bandwidth
    as the concrete limitations.
