[KARAF-5479] Add file appender

> Provide a file appender

> Project: Karaf
> Issue Type: New Feature

> Fix For: decanter-1.5.0
> Sometime, it's very helpful to see the properties coming from the collectors (in order
to find the correct checker configuration for instance). However, we don't want to install
a complete stack with a storage backend (like Cassandra or Elasticsearch). Currently, the
only way to do that is to use the log appender. If the user forget to update the pax logging
configuration, this appender is very verbose and provide lot of noise in the log files. An
interesting alternative to that would be to provide a file appender supporting different format
output (raw, csv, json, for instance) on a dedicated file.
