Up to Karaf 3, when a bundle contained a route, doing a {{bundle:stop}} actually stopped the
CamelContext and the bundle was in {{Resolved}} only when the graceful shutdown was completed.

Now with Karaf 4, it seems that the bundle goes directly in {{Resolved}} state while the Camel
Context is still shutting down (graceful):

tadmin@trun()> bundle:list |grep camel
