on first startup, everything works great and the bundles look good:

list -t 0 | grep -i log
  1 | Active      |   8 | 1.10.1                             | OPS4J Pax Logging - API
  2 | Active      |   8 | 1.10.1                             | OPS4J Pax Logging - Service,
Fragments: 10
 10 | Resolved    |   5 | 10.0.0.SNAPSHOT                    | NextGate :: Plugins :: Log
Appender (build: 28930), Hosts: 2
 60 | Active      |  30 | 4.1.2                              | Apache Karaf :: Log :: Core

However, on subsiquent restarts, note that the Pax Logging Service has NO FRAGMENTS and our
fragment only goes to "Installed":

list -t 0 | grep -i log

  1 | Active    |   8 | 1.10.1                             | OPS4J Pax Logging - API
  2 | Active    |   8 | 1.10.1                             | OPS4J Pax Logging - Service
 10 | Installed |   5 | 10.0.0.SNAPSHOT                    | NextGate :: Plugins :: Log Appender
(build: 28930)
 60 | Active    |  30 | 4.1.2                              | Apache Karaf :: Log :: Core


Also note that this was working good on 4.1.1, but after upgrading to 4.1.2 this is now the
behavior.
