I've isolated the replication of this issue down to the installation of the cxf-transports-udp
feature. At the point where the feature is being installed, the karaf console appears to 'restart'
- if other features are being installed as this happens you can receive the "java.lang.IllegalStateException:
No inital startlevel yet" exception.
