In your case, one possibility would be to use a custom url handler.
Something like:
  <bundle>myurl:ajsc-jars/osgiservice1</bundle>
The url handler implementation could use a system properties mapping to translate the abstract
url into something actually usable.

You may be able to reuse the pax link url handler and use a specific maven repo on your file
system that would provide links to the real files.
