Karaf Cellar 3.0.x can work only with Karaf 3.0.x.

For Karaf 4.x, you have to use Cellar 4.0.0-SNAPSHOT. As you can see on the release schedule,
I will release Cellar 4.0.0.M1 soon, fully compliant with Karaf 4.x.
