It's normal: by default only non runtime/provided dependencies are considered.

If you want to take any dependency (whatever the scope is), you have to use ignoreScopeProvided
option to true

The runtime dependencies should be taken but flagged with dependency="true".

Can you test with ignoreScopeProvided true ?
Same behavior ?
