for example, we have features like

        <bundle dependency="true">budleB2 url</bundle>
    </feature>

bundleA import package from bundleB2, but bundleB1 not, so currently if we install feature A with OBR resolver, bundleB2 can't get installed anyway, the workaround is add bundleB2 into feature A. We should let the OBR resolver take the dependency feature bundles into account to avoid such workaround.
