It's because the KarDeployer doesn't catch the fact that the Kar file has been removed (as
it's down).

Let me check if I can add a check during KarDeployer startup.

Installing when Karaf is running works. It is also possible to remove a kar from the deploy
dir and it will be automatically uninstalled, then. When you deplay a kar and start Karaf
afterwards, it will be installed.

bad for me, because I wan't to install/uninstall kar files independently whether it's on or
