I've just committed the work I've done.
There are still a few limitations:
  * region support : it's currently completely disabled, but I need to experiment with the
current support in 3.x to understand how this is supposed to work, as I suspect it's quite
limited
  * some parameters need to be made configurable (either through ConfigAdmin for global behavior,
or through the API for runtime behaviors)
  * need some pluggable strategies for bundle start order / bundle stop order
