This happens when you are connecting using jconsole attached to the PID.
The problem is that when you do this, there is no use associated, so there are not credentials.
Therefore no information is given to the client.

If you log in using remote JMX remote process credentials, which is also possible via jconsole
everything should work. 
In the 'New Connection' dialog, just select:
Remote Process:
service:jmx:rmi://localhost:44444/jndi/rmi://localhost:1099/karaf-root
and provider username/password, such as karaf/karaf
