This happened only twice. I cannot reproduce the bug consistently. :(

But given that it has a very low start level (30), there's probably a timing issue before
any user bundles are started up.

The karaf configuration is untouched (i.e. the /etc folder is pristine).

Connecting using Linux ssh doesn't work, as well as Karaf client: (the server isn't even running
though, so it's not the client's fault)
