I think I have found the reason:
In "org.apache.karaf.features.internal.FeaturesServiceImpl.installFeatures" the features are
installed. In the end the installation state of the features is changed and persisted. 
If an exception happens during installation then the state of the features remains unchanged.
So this code should be put in a finally statement.

I will provide a patch.
