The refreshUrl works as designed, as the purpose is only to re-read the feature descriptors.

Updating features could be done either through an features:update command that we don't have,
or as part of dev:watch or osgi:update.
THough it does not seem really easy to find reliably the *latest* snapshot, as snapshot timestamps
don't even have a timezone attached to them, so we can't really compare them correctly.
