Run bin/admin on cygwin and you are an exception.
$ bin/admin
Exception in thread "main" java.lang.NoClassDefFoundError: org/apache/karaf/admin/main/Execute
Caused by: java.lang.ClassNotFoundException: org.apache.karaf.admin.main.Execute
        at java.net.URLClassLoader$1.run(URLClassLoader.java:202)
        at java.security.AccessController.doPrivileged(Native Method)
        at java.net.URLClassLoader.findClass(URLClassLoader.java:190)
        at java.lang.ClassLoader.loadClass(ClassLoader.java:307)
        at sun.misc.Launcher$AppClassLoader.loadClass(Launcher.java:301)
        at java.lang.ClassLoader.loadClass(ClassLoader.java:248)
Could not find the main class: org.apache.karaf.admin.main.Execute.  Program will exit.

I think the problem is the script.

In the run function, move these lines
    if $cygwin; then
        KARAF_HOME=`cygpath --path --windows "$KARAF_HOME"`
        KARAF_BASE=`cygpath --path --windows "$KARAF_BASE"`
        CLASSPATH=`cygpath --path --windows "$CLASSPATH"`
after setting classpath.
