KAFKA-3857 added a metric "time-since-last-run-ms". If it's consistently a "small" number,
then the cleaner is still working. If it grows really high, then the log cleaner thread is
dead. PR is here: https://github.com/apache/kafka/pull/1593

Would that be sufficient?
