I don't think that's a good idea, because templates can change - and if there's another template
with i18n, it might probably come with a different set of strings.  Or partly different at

Also, it's also a nice thing right now because the i18n data is handled slightly differently
with respect to entities in CoreResources vs. default.properties.  That's a bug, really, but
it'd be impossible to know when the difference would occur if they were all in a single place.
