Yes, they are relative to the script location - see the log file entry
of the form:

jmeter.services.FileServer: Set new base='/home/user/scripts'

For CSV Dataset, they are definitely relative to the base directory,
i.e. the directory which contains the JMX file.

However, for Listener files, they are relative to the launch
directory, unless the filename begins with "~/" in which case they are
relative to the base directory, which is set to the JMX file directory
once that has been loaded.
