Try this:
D:\\JMeterScripts\\Profile\\Test Data\\DOC.txt

If it fails maybe try to file a bug and attach :

   - Your JMX file simplified
   - Your CSV file
   - If possible a public available website URL
   - The version of JMeter used
   - The version of Java
