I don't think there's an inherent limit, other than memory usage.
Remember that the entire plan has to be copied for each thread.

But I wonder whether you really need so many.

Large plans can often be simplified by careful use of JMeter variables
(which can be read from external files).
Or perhaps use the Module Controller.
