Your closest equivalent would be
http://jakarta.apache.org/jmeter/usermanual/component_reference.html#Constant_Throughput_Timer
.
Jmeter hits the site as fast as it can by default , for the duration or
loops thats you specify in the ThreadGroup. the constant throughput timer
can let you maintain the same rate of hits (provided you give it enough
resources and your server can handle that).
