JMeter has a built in merge command under the File menu.

Hi,

you may want to try to save a partial Test Plan and load it into the
other Plan.

Mark all thread groups in Plan A, Save as ..., then load the resulting
JMX file while your target Plan is open. I'm not sure if some other step
is necessary, as I've never fiddled with partial Test Plans.
