Just google/try this functions in java script

escape() <http://www.w3schools.com/jsref/jsref_escape.asp>,encodeURI()<http://www.w3schools.com/jsref/jsref_encodeuri.asp>
,encodeURIComponent()<http://www.w3schools.com/jsref/jsref_encodeuricomponent.asp>.

lets see which will work for you.

But one question %c3%a9 is this in your csv file
