Yup I am using CSV data set config,
I see only 199 url (~test data) posted on Hudson dash board (Using hudson performance plugin).
and I assumed 1 thread equal to one url)

I assume you mean CSV Data Set Config?
What does your test look like ? What are the settings you  have used for the
CSV Data set config?  Create a simplified version of your test plan and see.
