Does this mean the timestamp format in jmeter.properties applies to both the csv output 
AND parsing a thread group's start_time property?  This is what I have:

jmeter.save.saveservice.timestamp_format=yyyy/MM/dd HH:mm:ss

and in my test plan:
<stringProp name="ThreadGroup.start_time">${__P(submit_start,1254374051000)}</stringProp>

But when I invoke jmeter:
../jmeter -n -t ./HelloWorld.jmx -l ./HelloWorld.jtl -Jsubmit_start="2009/10/02 13:42:11"
An error occurred: Unknown arg: 13:42:11"

Look like the error is caused by the space between the date and time eventhough the value
is quoted.

Is this possible or do I have to resort to epoch?

Not when using XML format. However, in CSV format you can, see

jmeter.save.saveservice.timestamp
