JMeter is not a browser, but it can send the same HTTP requests as a
browser, so in theory yes.

However some applications depend on client-side processing in order to
determine the next HTTP request - e.g. running Javascript to generate
a hidden field value - and this can be tricky to implement in JMeter.

I suggest you try recording a simple scenario and see if it plays back OK.
