It should really be in the lib/ directory, but that won't make any
difference here.

The Javadoc says:

"Thrown if the Java Virtual Machine cannot find an appropriate
native-language definition of a method declared native."

Try using Java 1.5 or 1.4 and see if the problem disappears.

There were some incompatible changes between the versions of JDBC
provided with Java 1.4 and 1.6.
