I just tried downloading

jakarta-jmeter-2-1.20060110_bin.zip
and
jakarta-jmeter-2-1.20060110_lib.zip

and extracted them into the same directory structure.

JMeter starts fine.

However, I then tried removing xstream-1.1.2,jar from the lib directory.
I got exactly the same error as you.
