Yes, so long as the JMeter versions are compatible (*), and so long as
there are no OS-specific path names etc in them.

We develop our test plans on Windows NT and run them on OpenVMS, so
I'm surprised that there is a problem moving from XP to 2K.. Also the
unit test scripts work fine on Windows and Unix.

(*) JMeter is generally upwards-compatible, but there might be
problems running plans developed on a much earlier version - e.g. 1.8
and 2.0

Are you running the same version of JMeter? 
What about the JVM?

Both of these are logged at the start of jmeter.log
