Yes, I like Merge better than Append or Add.

To avoid confusion with previous versions, perhaps we could rename "Open" as
"Load".

The two menu items would then be called:

Load
	and
Merge

I suppose it would be sensible to disable the Merge menu item if no plan was
currently loaded.
