It's just a very special case for URL's like:

http://server.com/page.index?logout

If you tried to make an HTTP Request with parameter  whose name is logout 
and whose value is empty, then JMeter would normally create a URL like:

http://server.com/page.index?logout=

But, you don't want this, so there's an option to not include the equals and it's 
only relevant for parameters that have no value.
